    欧盟资助的Asialink公共采购法高校合作项目下的一次学术盛会

     

     

    2008年成功举办首届公共采购国际论坛(IPPF2008)之后,pc大神28预测吧将于20101015-16日在北京举办第二届公共采购国际论坛(IPPF2010)。

     

    这一学术盛会的举办正值全球主要公共采购法制刚刚经历了一次法律改革和现代化过程——包括欧盟公共采购指令、WTO政府采购协定以及联合国国际贸易法委员会公共采购示范法在内的主要公共采购法律都得到了重大修订;同时,中国招标投标法和政府采购法实施条例立法工作也已经完成或接近尾声;新的公共采购法律改革也正在酝酿之中;中国进入了加入WTO-GPA谈判的第四年;全球正在经历一次严重的金融危机过程------

     

    在本次公共采购国际会议上,公共采购学术界和实务界的精英们将汇集一堂,讨论当前公共采购法制和教育的主要问题。本次会议是欧盟资助的欧洲-亚洲公共采购法高校合作项目下的一部分。会议将展示这一项目的主要成果,包括公共采购法的学术出版、课程建设、人材培养、科研机制建设以及全球公共采购法学者联盟网络等,并就当前全球和中国公共采购法的改革和现代化问题展开讨论。会议将邀请来自全球的公共采购政策制定者、法律界专家以及从事公共采购实务工作的专家出席这次会议,其中包括那些来自联合国、WTO、欧盟、世界银行等主要国际组织的高级专家以及国际知名的公共采购法教授和研究者。

     

    论文选题的征集

     

    第二届公共采购国际论坛旨在探索二十一世纪公共采购法的边界,尤其关注发展中国家和新兴经济体在公共采购改革和现代化以及国际化发展中所面临的挑战和问题。本次会议诚挚欢迎有识之士就以下主题(但不限于)进行选题,并提交会议论文:

    l         公共采购的学术与实践:亚洲和其他国家高等教育机构中的公共采购法教学与研究及其在公共采购改革中的作用;

    l         全球公共采购法改革与现代化的发展趋势,尤其是对发展中国家的政策制定者和从业者所带来的主要问题与挑战;

    l         中国及其他发展中国家/新兴经济体公共采购法改革和现代化的发展和所面临的问题与挑战;

    l         WTOGPA中的发展政策,GPA的改革如何平衡发展中国家以及发达国家利益,发展中国家加入GPA的问题与挑战;

    l         主要公共采购法律制度改革与现代化的经验和主要方面,尤其是那些与中国及其他发展中国家/新兴国家具有重要相关性的方面;

    l         危机状态下的公共采购问题,包括将公共采购作为经济刺激计划工具的政治、经济和法律问题;灾后重建中的公共采购问题;

    l         特殊部门的公共采购规制问题,包括复杂服务、大型系统、国防\安全、教育、公用事业、国有企业等部门的采购以及公私伙伴关系等;

    l         可持续发展与公共采购法的问题;

    l         公共采购中的治理问题,包括防止腐败和利益冲突问题;

    l         公共采购法的全球化、一体化、国际化问题以及法律移植问题;

    l         公共采购法律的实施问题,包括监督体制问题以及审计在法律实施中的作用和实践;尤其侧重某一典型地区、某一方面的实证研究;

    l         公共采购职能与体制的设计:集中与分散采购职能配置的理论和实践问题;

    l         公共采购法的运行环境,法律改革的局限性和作用、采购队伍职业化建设等;

    l         公共采购法与竞争法、国有资产管理法、财政法、劳动法、能源法、环境资源法等部门法的关系问题;

    l         中国公共采购法的体系、组成、诸法之间的协调与统一问题;

    l          

     

    选题的提交

    选题建议应该在2010315前提交到guof2@163.com ,主题中请标明“IPPF 2010”。选题建议应不超过200字。完整的论文提交截止日期是2010715

    欧盟-亚洲大学间公共采购法教学研究联盟网络项目

     本次会议是欧盟大学间公共采购法教学研究联盟网络项目的一部分。这一项目联合体的成员是pc大神28预测吧(中国)、新疆财经大学(中国)、诺丁汉大学(英国)、哥本哈根商学院(丹麦)、哥本哈根大学(丹麦)、马来西亚大学(马来西亚)。 本次会议由pc大神28预测吧和新疆财经大学主办。本项目的成果将为高等教育中的公共采购法教学研究做出贡献;本次会议将提供并讨论这些成果。2010年在诺丁汉和吉隆坡也将举办类似的会议。

    Call for paper proposals

     

    Following the success of the first International Public Procurement Forum (IPPF2008), CUFE now announces that it will host the 2nd International Public Procurement Forum (IPPF2010) on October15-16, 2010 in Beijing.

     

    This grand event takes place in a time when the major international public procurement regimes including the EU Directives, WTOGPA and UNCITRAL Model Law, have just undergone significant reform and modernization, when China is enacting two new regulations to implement the Bidding Law and the Government Procurement Law and discussing reforming both laws and tabling an improved offer for GPA accession, and in a time of global financial crisis------

     

    This major international conference will bring together academics, policy makers and practitioners to discuss key current issues in public procurement regulation and education. The conference will be run under the EU-funded Asia Link project for developing a global academic network in public procurement regulation. Policy-makers, lawyers and practitioners from around the world, including many globally-renowned scholars as well as the international organizations involved in formulating the international standards for the procurement communitywill be invited to attend the conference.

     

    Call for paper proposals

     

    The 2nd IPPF conference aims at exploring the boundary of public procurement regulation in the new era of procurement regulation, with a particular focus on the challenges and issues in public procurement reform and modernization and international development in developing countries/emerging economies, and the role of public procurement education in addressing these issues. We welcome paper proposals that focus on—but are not limited to:

     

    • Promoting teaching and research in public procurement in higher education in Asia.
    • Public Procurement reform and regulation in the twenty-first century: main challenges and general trendsand their implications for policy makers and practitioners in the developing/emerging economies
    • Key issues and developments in public procurement reform and modernization in China  and other emerging economies;
    • The experiences and aspects of reform and modernization of the major procurement systems that are particularly relevant to China and other developing countries/emerging economies;
    • Development issues under WTO and GPA, balancing the interests of developed and developing countries and the reform of the WTO GPA, the issues and challenges of accession to the GPA by developing economies;
    • Public procurement in times of crisis, including the political, economic and legal issues of public procurement as an economic stimulation tool; public procurement in the reconstruction of the disaster-stricken area; 
    • Regulating public procurement in special sectors such as complex service, major system, defense\security, education, utilities and public private partnerships arrangements;
    • Sustainability and Public procurement regulation
    • Governance issues in government procurement including anti-corruption and regulation of conflict of interests, the role of the World Bank, international regimes etc.
    • Globalization, harmonization and international standards in public procurement regulation and issue of law transfer
    • The interplay of public procurement law, competition law, and laws on public asset management and public finance etc.
    • Experiences of a particular jurisdiction in enforcing a procurement system including the role of audit and other enforcement mechanisms
    • Public procurement and institution design: the role and limits of law in procurement reform, the role of politics, centralized v.s. decentralized procurement etc.

     

    Submissions:

     

    Proposals and abstracts should be submitted to guof2@163.com with “IPPF 2010” in the subject line,  before March 15, 2010.  Abstracts should be no longer than 200 words including paper title. Full papers shall be submitted before July 15, 2010.

    EU Asia Inter-University Network for Teaching and Research in Public Procurement Regulation

     This conference is run under the auspices of the EU Asia Inter-University Network for Teaching and Research in Public Procurement Regulation, funded by the EU. The project consortium members are the Central University of Finance and Economics (China), Xinjiang University of Finance and Economics(China), the University of Nottingham, Copenhagen Business School, and the University of Malaya. The conference is organised by the Central University of Finance and Economics(China) and Xinjiang University of Finance and Economics(China), . Completed outcomes of the Asia Link project that will contribute to teaching of public procurement regulation in higher education will be made available and discussed at the conference. Conferences will also be held in 2010 in Nottingham and Kuala Lumpur.
